This legislation calls for sanctions against foreign governments and individuals found to be actively recruiting nationals from African states for Ukraine’s conflict. It details that Russian organizations have misled African citizens under false pretenses related to training or employment, subsequently engaging them in combat. The Secretary of State is required to compile a list of those responsible for such activities within 90 days following the bill’s enactment, with sanctions—including asset freezes, visa restrictions, and financial measures—taking effect within 30 days of its release. Those determined to have served under duress are to be exempted from penalties. These sanctions would automatically expire five years after the bill is enacted unless concluded earlier under specified guidelines.

Joe Wilson, who represents South Carolina, was born in Charleston on July 31, 1947. He received a B.A. from Washington and Lee University in 1969 and a J.D. from the University of South Carolina in 1972.

Wilson served in the South Carolina state senate between 1984 and 2001. He entered the One Hundred Seventh Congress after winning a special election to fill a vacancy caused by the death of Rep. Floyd Spence, and has been repeatedly re-elected ever since, serving since December 18, 2001. On September 15, 2009, Wilson was reprimanded by the House for interrupting the President during remarks before a Joint Session.
